Ask people working at USDA. The Obamistas make a big splash about this sort of thing, and then when they're called on it, they say it was Bush who did it. The same thing on the stimulus spending; they were so proud of it until it turned into a liability, then suddenly the deficit was Bush's. Same with this program.
